——遵义94岁老红军谈长征精神和群众路线

8月26日至30日，“重温光辉岁月·践行群众路线——群众路线革命圣地行”走进转折之城——贵州遵义。活动次日上午，记者在其家中采访了94岁的老红军李光。老人说，入党不能为了当官发财，而是应该胸怀百姓。

1934年，14岁的李光在红军长征经过遵义时，“看到红军把地主家的土地分给穷人老百姓，觉得跟着红军有饭吃、有衣穿，就决定加入工农红军”。长征之后，他又参加了抗日战争和解放战争，南征北战10多年。1952年李光从部队转业回到遵义，先后担任遵义市劳动局局长、建设局局长、市政协副主席，1985年离休。

离休后的李光，开始了他的慈善“长征”——捐资助学，目前已为贫困学生捐款37.3万元。“毛主席在延安就给我们讲过，一个人做点好事并不难，难的是一辈子做好事，我就是想脚踏实地地为老百姓做点实事。我小时候家里穷，没有条件读书，吃了没有文化的苦。现在国家和平稳定，但有些农民还生活得比较艰苦，孩子想读书没有钱，我就想支持他们，希望他们将来把学到的科学知识用到我们的国家建设上来”。李光说，自己的子女最初不理解这种行为，“但是我跟他们讲：你们有工作、有工资，吃的穿的都比贫困生强。我帮助那些贫困的孩子，也算是对得起共产党员的称号了。”

谈到党和群众的关系，李光介绍：“长征时期，国民党宣传我们是土匪，但是我们心怀群众，依靠三大纪律和八项注意，赢得了老百姓的信任，得了民心，也自然就得了天下。”李光认为，群众工作是共产党安身立命的根本，因为我们的党是人民的政党，我们的政府是人民的政府，不能让老百姓觉得门难进、脸难看、事难办，我们的党员干部坚决不能搞特殊、搞腐败。李光表示，“我们共产党员，从入党那一天起，就不能为了当官发财，不能为了报私仇，也不能为了我们自己，而是应该胸怀百姓”。

    【缘由】：
    “白恩培到任不久我就对他提出了批评”
    察时局：你是从什么时候开始举报白恩培的?
    杨维骏：2001年他刚到任云南，我起初对他寄予希望，但不久我就对他提出了批评，但他对我的批评不理不睬，后来我就向中纪委反映情况。
    察时局：为什么事批评他?
    杨维骏：中央的科学发展观是“好”字优先，他却以“快”为上，说“快速发展是第一要务，要先于一切，高于一切，重于一切”。
    刚到云南，他就推出“一湖四片”的毁乡造城大城市化运动，围着滇池建城市，大片基本农田被拆。拆迁中，有的每亩市场价400万，只给村民12万，征地2万亩总计剥夺村民金额高达千亿，农民多次到省委大门口下跪哭诉，他都坐视不理，所以云南百姓给他取绰号叫“白眼狼”。
    我就给他写信批评他，每年省里要召开2次老干部座谈会，在每次会上也都向他提建议。
    察时局：白恩培怎样回应?
    杨维骏：他没有理睬，想了一个办法排斥我。我不是共产党员，他就将老干部座谈会缩小到党内召开，我就被排除在外了。对于党外人士，只有遇到重大问题才会召开老同志座谈会，我能见他的次数少了，每次开会的时候还有其他民主党派人士发言，我能够发言的时间也少了。
    察时局：那你是怎样继续提建议和意见的?
    杨维骏：后来一次党外人士座谈会邀请我参加，我写了发言提纲，也是提出严厉的批评，结果被告知说没有发言时间了。我就把这份发言稿整理成文字材料，开会时当面递给白恩培。当时他看后，脸色非常难看，毕竟很少有人对他提建议这样严厉，但他拿我也没有办法。
    这一次，我除了批评他“快”字发展与科学发展观唱反调的思路，同时还就兰坪铅锌矿一案的问题向他提出质疑。

    察时局：你实名举报白恩培是因为什么事?
    杨维骏：去年，我的一封举报信通过媒体记者在网上公开，指出“云南发生6个大要案”。
    其中涉及白恩培的是他任云南省委书记时云南多处矿藏被低价贱卖给私人老板，包括价值5000亿的兰坪铅锌矿、价值百亿的博卡金矿等。其中，兰坪铅锌矿一案尤其重大。
    《财经》也曾以“刘汉朋友圈”为题披露：刘氏弟兄的朋友很多，2000年左右，刘汉结识了时任云南省委一位负责人，之后成为其座上宾;去云南省委拜年时，刘汉还送过翡翠手镯、钻石、名表等礼品。有时送完礼就开始打麻将，刘每次会带10万元左右，输完钱才走。
    2003年，在云南省委主持下，刘汉的堂兄刘沧担任董事局主席的宏达集团以1.53亿元入股兰坪有色，持有51%的股份;母公司宏达集团(刘汉、刘维组成的集团)持有9%的股份。这项低价出售，云冶集团原董事长陈智向当时云南省领导提出异议未获同意，白恩培的理由是“这是市场经济”。

    察时局：涉及白恩培的还有其他情况吗?

    察时局：除了网上公开举报信，你还通过哪些渠道实名举报?
    杨维骏：去年5、6月份我到北京看眼病，去中纪委递交书面材料，当面向信访室反映问题。当时排队的人很多，我就把工作证拿出来，看门的人一看我是副省级，就把我叫到里面。一个处级干部出来，对我的材料看了开头，就伸出大拇指说“我们感谢你”。又往下看，问材料是谁写的，我说是我写的，他又一次伸出大拇指说“写得好”。就带我进去见一位50多岁的局级干部，从头到尾看我的材料，每个案子都详细问根据是什么，最后跟我说“你举报的问题很重要，我们马上向党中央汇报”。
    后来有人告诉我，中纪委说我的实名举报创下了三个“最”：年龄最大、职务最高、反映问题不为自己而是最为老百姓着想。
    这次举报后，中央巡视组进驻云南，巡视组副组长还就我实名举报的问题，跟我了解情况。前几个月，我还给中纪委书记王岐山写信，简要举报白恩培等省领导的腐败问题，这回是用特快专递寄出去的。
    察时局：得知白恩培被调查，你是什么心情?
    杨维骏：有好多人打电话告诉我这个消息，大快人心，一个祸害云南老百姓的祸首终于落马，腐败的盖子终于开始被揭开。我觉得现在中央反腐决心很大，辛苦举报总算有成果。

    察时局：你是从什么时候开始举报腐败问题的?
    杨维骏：我反腐反了30年，得罪了好多人。
    1989年全国各地成立治理整顿公司的领导小组，当时云南省的小组组长是省长，我被推荐做副组长，带工作组调查昆钢发现倒卖钢材问题、还买了两部私人面包车，我在会上公开汇报时没有人吭声、组长也不管，我就很奇怪，有监察部门的人拉拉我说，昆钢经理已经痛哭流涕了，我说违法问题不能不了了之。
    后来我发现省委书记的儿子倒卖统购云烟，出厂价跟市场价相差一倍，赚了很多钱，当时云南省70%的财政都靠云烟。我曾问过云南烟草专卖局一个处长，这样流出去的国有资产有多少，他说100个亿，那可是1990年左右。
    因为反映问题得罪高官，我只当了一届全国人大代表，省政协副主席本来应该还可以继续当一届，也不让我当了。
    察时局：退休后继续反应这些问题，你个人有没有受到影响?
    杨维骏：去年我向中纪委反映情况、举报信又被媒体发布到网上，省里开会的时候围攻我、省领导质问我。后来我的电话被监听，还有车子在门外监视我的行踪。
    他们给我配的公车驾驶员，不允许出城，不能到乡下去(见农民)，车子也只能用在生活、不能用在工作(调研)上。
    察时局：你开通了实名认证的博客、微博，在网上揭露腐败问题，这些都是你自己写的吗?
    杨维骏：是我自己写的，但我不会打字，是手写好拿到打字店去打好发上网。现在眼睛也不行，都快93岁的人了，很费劲，走路也有点困难，看不清。
    察时局：像你这样副部级官员实名举报的很少见，为什么这么多年一直这么做?
    杨维骏：我是穷苦人出生，祖父是挑水工人、祖母也是女工，父亲曾担任孙山大本营代参谋长，后来被军阀杀害。我小时候在上海，看到租界里洋人趾高气扬，在家仇国恨的环境里长大，小学5年级就参加学生运动，解放前是云南大学学生自治会主席，被特务追捕过，九死一生过来的。文革劳动改造20年，流着泪看马恩文选，有了信心，才撑过来的。
    为什么我要这样做?这是我应当的，老百姓是我们的衣食父母，干部是公仆，这种思想在我脑子里根深蒂固，我现在待遇不低可以安度晚年，但如果眼睁睁看着老百姓受苦不闻不问，好吃好穿又有什么意义?
    我也不是针对某个人，谁对欺压老百姓我就要批评提建议，所以这回向中纪委的实名举报中，除了白恩培，我也说了其他几位干部的问题。
    人生百岁终须死，活着的时候要问心无愧。

    公仆公仆，一要为公，不能有私心；二要为仆，不能有官气。教育实践活动开展一年多来，党风政风为之一新，但是也有党员干部发出“为官不易”的感慨，出现“为官不为”的状态，企望活动过后一切照旧。扪心自问，规范干部“吃、住、行、游”的桩桩件件，哪一项管得过分、管得过度了？因而根本原因在于有的干部还没有摆正位置，头脑中还有当官做老爷的封建意识在作祟。全党同志都应当清醒认识到，任何党员干部只有为人民服务的责任，没有当官做老爷的权力；只有作为普通公民的权利，没有凌驾于群众之上的特殊利益。
     

    在党的历史上，抓作风建设并非这一次，但是纵览以往经验，有个问题值得深思：作风建设为什么会陷入抓一抓有好转、松一松就反弹的“怪圈”？党内的制度规定为什么会出现重制定、轻落实、难执行的“破窗效应”？归根结底就是因为宗旨意识没有牢固树立起来。制度由人制定、靠人执行，制度是死的、人是活的，制度规定只有在思想认同的轨道上运行，才能行之久远。因此，抓住党员干部的理想信念和思想觉悟，才是根本，才能为反“四风”筑牢思想防线，为改进作风涵养心理认同，为联系群众强化精神动力。


    理想的滑坡是最危险的滑坡，信念的动摇是最致命的动摇。尤其是在利益分化、价值多样的新时期，在实现“两个一百年”目标的重要历史关口，精神懈怠危险、能力不足危险、脱离群众危险、消极腐败危险更加尖锐地摆在全党面前。对于党员、干部来说，应当在灵魂深处反躬自省，在理想信念问题上做愚公不做叶公，决不能对我们所信仰的主义、所追求的事业心口不一。事实上，许多道理很简单、不难懂，但要真正做到并不容易，各级党组织务必加强教育引导、加强监督检查、加强纪律约束，促使外在的规矩转化为内在的自觉。


     纵观世界上那些曾经显赫一时的大党、老党，之所以沉寂甚至垮台，从根本上说就是失去了人民的支持。历史从正反两方面深刻启示我们：脱离群众，我们就会失去根基、失去血脉、失去力量；强化宗旨意识，把人民放在心中最高的位置，我们就能永立不败之地。这个道理，全党同志都应当铭刻在心，更加自觉定位人民公仆的角色，更加坚定保持同人民群众的血肉联系。
